I have seen TCP lately and saw that Bob Dole was a Recruitment Officer (RO). I think they can only promote members instead of admins and mods.

We have a rank like that, its called Head Of Administration. Bob Dole is our HoA, and he is supposed to recruit people, and keep admins in shape.
